In an effort to harmonize the quality management system in local government in accordance with international standard ISO 9001-2008, Nikolaev visited Polish expert, a representative of the Polish-Ukrainian group «Quality Systems» Tadeusz Subic. During the eight days he conducted seminars, trainings and individual consultations with the municipality. In an interview with «WH» he said, that will give the city the introduction of quality management system and shared his impressions from contact with Mykolayiv.
— Pan Tadeusz, the spring of this year, City Council in association with the development of the city of Nikolayev (supported by Ministry of Finance «Renaissance») have attracted you to the preparatory work for the city government for certification under the requirements of ISO — International organization dedicated to developing common standards. Tell me why our city hall needs a certification, and most importantly — what exactly it will give ordinary citizens.
— The main purpose of certification — the City Hall to do the job with one hand, accessible and understandable citizens, on the other — effectively. ISO standards are the same for everyone — for business and for the public sector, and local governments. They are versatile and can help to formalize the structure of any existing control system by introducing mechanisms such as internal audits, corrective and preventive actions. Compliance with these standards, says the organization’s ability to do their utmost to achieve these goals.
According to the standards in the City Hall visitor is already in the room of the first access (ie, at the entrance to the building of the town hall — auth.) Must obtain all necessary information to run the offices. He should help the manager or consultant who tells you to some official documents and what to ask, what is his timetable for admission. Already at the first contact, City Hall employees have to provide as much information as necessary to the client.
— This coincides with the ideology of the «Programme of development of e-governance and e-democracy», which City Council adopted last year. In particular, it provides that the citizens will have access to electronic information, the right to appeal to the local authority via the Internet.
— Electronic control — it’s not a single day, is a complex and expensive project. My goal — to guarantee citizens a full and comprehensive access to information, to ensure quality management standards that are common to all. To do this, as I said, there are a number of standard mechanisms. And will the information provided in paper or electronic, to solve the community itself and its representatives in parliaments.
— One of these mechanisms — the internal audit by officials of the city government. Are you ready for internal auditors from the staff of City Hall?
— Not yet. While we only spent training courses, a detailed introduction to the principles of work in accordance with the standards of ISO. Internal auditors will come later. It will include representatives from various departments Hall, which will constantly monitor the system, identify bottlenecks and make recommendations to address identified deficiencies. This work produces a constant improvement of the algorithm «checks — revision — the practical realization.» Then again, checking and further up the chain.
— They say that you have extensive experience in both Poland and Ukraine. Do you have at home all the cities have passed quality management system certification for ISO?
— Major city the size of Nikolaev long have these systems. This provides a high level of administrative services for the public and businesses. Ten years ago I worked in the Department of Tarnow — the city with 120 thousand population, which also involved the introduction of such a system. Job consultant in Ukraine began in 2006 in Vinnitsa. There, with the introduction of quality management systems environment has changed dramatically, the confidence of citizens in local governance has increased dramatically. Fairly ordinary citizen or businessman to apply to a single office on the first floor of the Executive Committee, and they would give him any help, any document, and quickly and with minimum resources. I think that today in this regard, Vinnitsa — a model for the whole Ukraine. Today, here come for the experience of delegations from across the country. Moreover, many initially skeptical, believing that to create such an effective system of work is impossible in principle. But here they have opened my eyes, people see — is that possible!
— Do you think Nikolaev officials interested in creating such a system?
— If you were not interested, I have not been invited here. I see that you are interested in this and the first person, and middle managers and ordinary employees more, they are prepared psychologically for such work, but it is also very important. Here people are very knowledgeable, friendly set up. In short, the conditions for the good of the project. The main thing that they have been drawn to the system, aimed at self-improvement, working without a glitch. Here in Vinnitsa it has been operating for five years, but always something is finalized, improved. This is a permanent process.
And more. Municipal officials need to understand that they are actually service department for citizens. Their best quality, knowledge, ability to work for the community. Each nikolaevets — he is young or old, has access to the Internet or not, should get good adminuslugi in an accessible form.
— When is your next scheduled visit to Nikolaev?
— In September. We will select and train internal auditors carry out specific courses.
— Are not you afraid that those inherent in our country, negative factors such as corruption, cronyism, a disregard for the law does not allow you to create an effective system of quality management in local government.
— Well, first of all, I refer again to the example of Vinnitsa, where have all turned out. And secondly, do not think so badly about his people. When I was coming to your town, then forgot his jacket in a minibus. Nikolaev me aback, saying that there are morals that have long jacket «left» and look for it makes no sense. But I still went to the bus station. So what? The jacket was intact. Passengers have noticed a forgotten thing, sent it to the driver, but the dispatcher. People received a civilized, decent. It is a living example that shows that your country is not so bad and with complexes of «non-European» time for you to finish.
— And when ordinary citizens feel the results of your work?
— As soon as the executive committee will be «point of first contact.» For now the role of consultants at the entrance to City Hall de facto forced to carry out protection, while it had a completely different function. I hope this time is not far off. For my part I will provide all possible support to Mykolayiv was easier to get needed services in the municipality.
