International Fund «Renaissance» has provided training 108-E staff management skills Mayor Nicholas quality administrative services to the European standards EN ISO 9001:2008.

Training took place in several stages and included an introductory lecture, watching training videos, case studies, tests and questionnaires. Tadeusz Kazemirovich demonstrated the benefits of multilateral exchange of information — answering questions, provides students the freedom to share in a group, choose the topics of speeches and every encouragement to the activity of their «students»: for everyone has been given the opportunity to express their opinions. Nikolaev, in practice, officials studied the requirements of European standards. In this case, special attention was paid to the formation of groups of internal auditors.

As you know, the International Organization for Standardization, ISO (International Organization for Standardization, ISO) — a network of national standards bodies of 162 countries from Central Secretariat in Geneva (Switzerland), coordinating the entire system.

At the same time, ISO — a nongovernmental organization, that links public and private sectors. On the one hand, many organizations (committees, members) are part of the governmental structure of their countries or have a mandate from their governments. On the other hand, other committees, members of all the roots grew into the private sector, was born thanks to the national partnership among industry associations.

ISO focuses on achieving sustainable success. These standards help companies formalize their management system, introducing such system-concepts as internal audit, process approach, corrective and preventive actions.

It is important to understand that compliance with ISO standards does not guarantee high quality products. The term «Quality management» here it would be better translated as «Control-Q.» Compliance with these standards and recommendations of the said organization’s ability to make all possible effort to achieve its goals is to improve and their performance.

We can not say that all the objectives of the course were achieved. Our mentality is still foreign to identify others ‘sins’ and report them to authorities. But, as noted, our foreign guests, creating some of the new culture in any organization — the process is not reversible. The same as, working with information in electronic form, statements via the Internet, the introduction of electronic document and the like.

In essence, to replace total control over which for so long criticized the authoritarian style of governance in our country, comes more covert, «democratic», but all the same comprehensive control, whose name — internal audit. Is this good, bad is — time will tell. One thing is sure — if this new tool for managing the quality of administrative services to make life more comfortable ordinary citizens — it must be implemented, and the sooner the better.
