The Foundation for Development of Mykolaiv City (FDN) continues to cooperate with public organizations of Ukraine in
ensuring citizens’ access to information. This direction of the Fund is closely related to the topic of one of our social project «Promoting e-governance technologies and e-democracy in Mykolaiv» which is implemented with financial support from the International Fund «Renaissance» (Kyiv, Ukraine).
15-16 July 2011, our representative took part in the seminar «Counseling and monitoring of local authorities to provide access to public information», which is held in Kyiv Ukrainian Independent Center for Political Studies.
The event was devoted to discussion of practical aspects of implementing the main provisions of the Law of Ukraine «On access to public information.» The workshop organizers, Olga Sedova, Maxim Latsyba, Oleg Rybachuk and Svetlana Zalischuk brought the audience the main purpose of the meeting — a network of consultants, public consultation and organization of governments in ensuring access to public information.
For two days, experienced staff of media rights, such as Roman Golovenko, Tatiana Yatskiv, Victor and Igor Andrusov Rozkladay consulted and invited experts — Alex Khmara and Viktor Taran — practical training in the creation and functioning of government departments, whose duties will include ensuring public access to public information.
Particular attention was paid to the organization for handling requests for information in order to restrict access and creation of appropriate registers. Also discussed priority measures to implement the Law of Ukraine «On Access to Public Information» and the liabilities of public servants and employees of local governments for violations of the Act.
Program Manager of the Ukrainian Independent Center for Political Studies Maxim Latsyba started a forum for formulating the objective function: «How to Use the Law? How to help citizens exercise their right? «. Later, during the workshop, this idea was developed and is clothed in practical form: the creation of management structures, monitoring and support of its efficiency. In particular, the president of the creative association «maintenance» Alex Khmara very clearly had a business game on the implementation of priority actions to implement provisions of the Law in the daily activities of the authorities.
Nevertheless, not fully open were such questions as the identification of environmental factors acting on the system and the formation of present and society in general stereotypes of recognition of these factors. To some extent this issue was trying to cover Oleg Rybachuk. Starting with the history of the process (similar laws were adopted in Sweden in 1739, and in the U.S. — in 1960), chairman of NGO «Center-UA» only briefly touched on the subject of public administration. Rybachuk, noting that the control system has not changed since the Soviet Union and the CPSU, and each leader just seems that it manages. Thus, criticizing the current government for the lack of control objectives, the substitution of the concept of illusion and note the entire process to build up power, none of the experts have not formed a true vector target.
But in fact, leaders of public organizations gathered not just to the declassification of records management in government agencies and local governments. The true goal of this process — is a full function control: on the one hand helps to create a public authorities control structure that provides citizens access to public information, on the other hand — by unstructured effect on power through the institution of public consultants. As a result, implemented a combined scheme — the so-called «Management leader.» Embodied in the life of such a scheme as an example implementation of the Law «On Access to Public Information», the public gets a real opportunity to participate in decision-making authority.
